Jason Downey

Jason Downey is the Chief Information Security Officer (CISO) for WiscNet, where he leads cybersecurity strategy, risk management, incident preparedness, and security operations supporting education, government, and community organizations across Wisconsin. A 23-year United States Marine Corps veteran, Jason brings extensive leadership experience in cybersecurity operations, infrastructure protection, and organizational resilience.

Jason is also a doctoral researcher focused on cybersecurity leadership, organizational security posture, and measurable cybersecurity effectiveness within modern enterprises. His research explores how leadership engagement, governance maturity, and cybersecurity culture influence organizational resilience and risk reduction. He is passionate about helping organizations bridge the gap between technical security controls and executive-level decision-making.
