I build and lead security, privacy, and AI-governance programs that protect millions of people — at the scale where failure is not an option.
For 25+ years across Los Angeles County government I served as a technology and security executive — most recently as Chief Information Security Officer (CISO) and Assistant CIO for the Department of Children and Family Services (DCFS), the nation's largest child-welfare agency. I built the department's first enterprise information-security and privacy program from the ground up, protecting 15,000+ users, 3,500+ contractors, and 600+ vendor contracts, governing a $32M+ technology portfolio, and driving a 20%+ reduction in security incidents. I was named LA County Information Security Officer of the Year four times and, in 2026, a finalist for the inaugural SC Media / RSAC Resilient CISO Award.
My work spans the full executive mandate: NIST CSF 2.0, ISO 27001, CIS, HIPAA/HITECH, PCI, and FISMA governance; enterprise and third-party/vendor risk (TPRM); incident response and digital forensics; identity, cloud (Azure, AWS, Google), and endpoint modernization; privacy program build-out; and security awareness for tens of thousands of users.
Today I lead E-Guard Cybersecurity Solutions as Founder and Chief AI Security Officer (CAISO), building AI-driven cyber-defense and human-risk technology that unites machine learning, policy-as-code, and my doctoral research in cyberpsychology.
That research is where I'm different. I hold a Ph.D. in Industrial/Organizational Psychology, and I translate that research into programs that change how people, not just systems, defend the enterprise.
I also teach and speak: guest lecturer in UC Berkeley's Master of Information and Cybersecurity program, incoming adjunct faculty at National University, curriculum author for TUMO's CyberTech Sprint (4,000+ students), and a keynote speaker on 30+ national and international stages.
