Samuel Rugi

Samuel Rugi is a self-developed technology and global cybersecurity professional who operates at the intersection of cybersecurity leadership, business, civic engagement, and global technology governance. His experience spans government, international nonprofit, private-sector in tech, and Portland-region city and state agency roles.

In 2025, he was one of the local invitees to the Aspen Cyber Summit 10-Year Anniversary and was featured in the event highlight reel as part of a two-minute segment among top global cybersecurity leaders (https://www.youtube.com/watch?v=9F8EnjzKB6A).

This year, he was recognized and served as a judge for the 2026 SC Media UK Cyber Security Awards and the Cyber 9/12 Strategy Challenge organized by the Atlantic Council. He also served as a judge at Oregon Business Academy this summer.

He is a board member and Events Chair for the ISC2 Oregon Chapter, a technical content reviewer for ISC2 UBK, and a judge for ISACA Scholarship applications.

Samuel's academic credentials include an EMBA from the University of Oregon (2024) and an MSc in IT Security from the University of Liverpool (2014). Certified ISO 27001 Lead Auditor, CISSP, CISM, PRINCE2 Foundation, and ITIL Foundation.

In civic leadership, Samuel was a Leadership Hillsboro honoree (AC 360 Award), voted on by peers for his thoughtful and courageous approach to asking questions, and today he is a semifinalist for the Aspen Executive Seminar award (2026), to be held in Colorado.

He has also been involved in community impact outside the cybersecurity domain through Habitat for Humanity Portland Region, including the blog “Metal with meaning: one volunteer’s impact” https://habitatportlandregion.org/forging-stability/

Currently, Samuel is a mentor in the ISACA Global 2026 Student Mentorship Cohort!
